Move Kubernetes, Terraform, Serverless into a a new "Infrastructure" nav item

Problem to solve
As a user of GitLab, it's hard to find the relevant sections of the site, so I can't do my job.
As part of #211406 (closed), we explored different ways of organizing the Operations nav items. As part of our validation for these proposed in ux-research#833 (closed), we learned that 91% of the people surveyed don't think Serverless or Kubernetes belong under Operations.

into a separate navigation item called Infrastructure.
Further details
This navigation change will allow us to introduce additional menu items to our navigation if needed without overloading the already crowded menu item Operations. In other words it will give the opportunity to the Configure team to own a specific section of the navigation anad make changes as necessary.
