With the new feature "Squash Commits Options" at Gitlab 13.3 (#17613 (closed)) it is now possible to set the default options. However only at project-level and not system-wide. Therefore there should also be a default system-wide option.

Problem to solve

To prevent to configure the same squash commits option for each old and new project.

Intended users

Users which want to use the same squash commits options for all projects including future projects.

Proposal

Add the default options into the system-wide admin-area (/admin/application_settings/general)
