Add frontend checklist for Merge Request Views

Things to include:

• Do all the endpoints being requested have .json included?
• Is there any usage of v-html? Is it absolutely necessary or could we find an alternative?
• Does the MR adds new svgs into gitlab-ce? Should they be moved into gitlab-svg?
