Display a tooltip on disabled "Open in Web IDE" button if the user does not have merge-rights to target repo

Currently, "Open in Web IDE button" appears disabled on MRs from a forked project for which the user does not have merge-rights. In order to clarify why the button appears disabled, we could add a tooltip.
