Open unchanged files in merge request

When performing a code review I don't want to be limited to a only the changed files. If I change a function I want to be able to lookup other files which I think might be impacted. A first step would be allowing me to browse all files in the merge request file tree.

Proposal

Add support for opening an unchanged file in the merge request interface using the fuzzy file finder.

The unchanged file should be shown in the file tree in a visually distinct style.

If a discussion is added to the unchanged file, it should be shown in the file tree so others can access it.

If a discussion on an unchanged file is resolved, it should ... TBD
