Time ago should auto-update

We have timestamps in issue discussions, but they show the timestamps as of when the page was loaded, not live-updating in realtime. I feel like this might have worked before, but it certainly isn't (always) working now.

e.g. It's currently 3:07pm CST, and this comment is still showing 23 minutes ago.
