Update button SVG icon sizes

As defined the design spec buttons default have a height of 34px but when an SVG icon of the default 16px size is added the button size becomes 35px which is inconsistent with our style guides.

A workaround was implemented to reduce SGV icon size in buttons to 15px but this creates gitlab-ce~2311884 as 15px is not a valid icons size in our design spec.
