Admin setting to display username instead of name for personal namespace

Problem to solve

Customer would like an admin setting to display the Username instead of the User's Full Name for the title of the Personal Namespace in the UI. Currently, only the user's Name is displayed, and there is no option to display the username instead. Customer prefers the username to be displayed rather than the full User name.

If you go to a project within the personal namespace of a user, such as https://mygitlab.gitlab.com/username/my-project, it is displayed as "User Full Name / my-project" in the UI. The customer would like an admin setting so they can display this as "username / my-project" in the UI.

What does success look like, and how can we measure that?

A new admin setting that would globally set the personal namespaces to display either the username or the user full name. This would give customers the ability to choose the user identifier that works best for their team.
