Generate/copy link to new issue URL with pre-entered title/description/template

Currently, you can create a new issue with a link, and pre-enter the title, description, or description template with query parameters.

This feature is not very discoverable. And if you wanted to generate such a link, it is difficult because you have to read the docs and construct the link yourself.

How can we make this easier?
