Red "merge" button on pipeline failure provides no explanation

Problem to solve

Whenever a pipeline fails on a merge request AND user is still able to merge despite the pipeline failure, there is no explanation provided to user as to why the button is colored red. There is an exclamation icon, but no hover info.

Proposal

For a better experience, either show guidance as to why the button is in a warning state (red) or provide hover information on exclamation mark
