Performance: Slow response times when opening new issues

Some time back, there was an issue in which users could not open new issues on Gitlab.com. For every attempt, a 500 was returned by the server (this issue persisted for around 24 hours). This was later fixed and, since then, opening a new issue has a very slow average response time. The behaviour is, however, inconsistent – sometimes it responds pretty quickly, but I'm noticing that the 'average' response-time has decreased significantly.

Is this perhaps a regression from the previous fix, maybe limited to a certain set of scenarios, like whether or not somebody is assigned, whether or not labels are attached, etc?
