Fix confusion with the use of the Add Issue button on boards

The placement and color of the Add issue button on boards and its similarity to New Issue from almost all other issue-based pages is confusing. At least once a week I click Add issue when I'm in the board view meaning to create a new issue for this project.

Proposal

Perhaps the gitlab-ce~2024184 team will have a better idea, but I proposal either (or some combination):

  • Rename, re-color or move the Add Issue button to prevent confusion
  • Given the added features of board filters, columns for assignee and milestone - is the Add Issue button still useful for people? Would it make more sense to replace the Add Issue button with the New Issue button found on the list view and issue view?

What does success look like, and how can we measure that?

Users are less confused about the difference in buttons given the area of issues they are in.
