Allow users to export notification settings

Problem to solve

The users who have joined a group and customized notification settings of repositories belonging to this group, lose their settings if they are removed from the group. (See gitlab-foss#42481 (closed))

GitLab should allow users to export their notification settings as removal from the group doesn't mean user does not want to keep receiving notifications.
