Conditionally show authentic OAuth application message for internal GitLab apps

When going through the OAuth sign-in process for Gitter there is a message which isn't accurate. Gitter is provided GitLab and we should conditionally show/hide that part for internal GitLab OAuth apps.

Please note that this application is not provided by GitLab and you should verify its authenticity before allowing access.

Proposal

Add a way to mark an OAuth application as internal to GitLab to conditionally show the not provided by GitLab message.

Perhaps make a fancy OAuth page just for Gitter
