run button disappeared from job page

Steps to reproduce

go to any job detail page (where it shows the logs)

What is the current bug behavior?

logs output for pending manual jobs have a spinning animation, there's no run button anywhere

What is the expected correct behavior?

there was & should be a run button at the top right when it's a pending job
