Show absolute time of last deployment on environments page
Problem to solve
On the environments list page, only the relative time of the last deployment is shown.
Proposal
Display the absolute time when the last deployment was made as a tooltip. Right now the only way to view this is by clicking on the job that did the change, and see what timestamp that was run at.
What does success look like, and how can we measure that?
Success means seeing deployment times in the environments panel
