Transition JIRA issue when GitLab merge request created

Description

• https://gitlab.com/gitlab-org/gitlab-ee/issues/1163 supports multiple transitions on the JIRA side when there is a GitLab commit or merge to master.
• When a merge request is created on GitLab, detect the JIRA issue (title or description), and transition on JIRA side, in same way as #1163 (closed).

Hello,

The current JIRA integration only supports one transition ID. This is too simple for complex JIRA workflows which include, for example, code reviews. For example, when code is created for a Merge Request, it could trigger a transition on the JIRA side.

In essence, the JIRA integration should provide a user-configurable set of transition IDs for many of the Gitlab events: new branch created, new PR created, code pushed, etc.
