Empty Project Badges are being displayed

Summary

Badges without an image are being displayed as text.

Steps to reproduce

Create a project badge which has no image.

What is the current bug behavior?

The badges without images are being displayed as text.

What is the expected correct behavior?

We used the previous behavior to create some generic badges on group level. If for example a page does not have a static deployed page the image was missing and the badge disappeared. Now this is not possible anymore.

Possible fixes

It should be discussed how it is supposed to behave. I think now this takes away a nice little feature which maybe wasn't planned.
