Issue CSV export no attachment

Summary

Exporting issues as CSV sends an email that says

Your CSV export of <N> issues from project path/to/project has been added to this email as an attachment.

However there is no attachment.

Steps to reproduce

1. In the issue list, click export and confirm
2. Wait
3. Notice missing attachment
