When viewing an issue in an archived project, an incorrect message is shown...

When we're viewing an issue from an archived project, we show the message "This issue is locked. Only project members can comment." Even if we're a project member or own the project.

It might be better to say something like "This project is currently archived and can not be commented on."

Same for merge requests
