Danger: Provide more details when asking for database review

Sometimes when starting a database review, I realize that queries have been changed but the author did not provide the raw SQL queries in question or plans for it. Usually I ask for this before continuing a review because it helps me a lot to wrap my head around it.

I'd like to extend the Danger template so that we explicitly ask to

• provide raw SQL queries if the way we query the database has changed
• provide explain plans from ChatOps for those queries.

It may also be worth including links to relevant database documentation, like https://docs.gitlab.com/ee/development/README.html#database-guides.
