Allow only group owners to create projects within the group

Problem to solve

As a Owner of a group, I want to authorize only owners to create a project within that group.

Intended users

• Sidney (Systems Administrator)

User experience goal

The user should be able to select only Owners in the default project creation level for a specific group:

1. Go to the group’s Settings > General page.
2. Expand the Permissions, LFS, 2FA section.
3. Select the desired option in the Allowed to create projects dropdown list.
4. Click Save changes.
