Update API Fuzzing template to be able to run without Docker in Docker.
Problem
The current template for API Fuzzing requires Docker-in-Docker. The majority of private GitLab instance runners do not support docker-in-docker for security reasons.
Proposal
Create a template that uses docker-in-docker only when the user specifically configures it. Otherwise default to using API Fuzzing scanner as a service for testing remote targets.
