Add Import options to projects and groups dropdown

Overview

We'd like to continue to drive the usage of our import functionality. At the moment, it's not obvious where you go in the UI to be able to start an import.

Other applications have a dedicated "Import" option in the UI; ours is buried behind the "New project" creation screen which is not as intuitive as a dedicated option.

Proposal

1. Add Create new project, Import project, and Create from template to the Projects dropdown in the navigation bar.
2. Add Create group and Import group to the Groups dropdown in the navigation bar.
