enable removal of Self-Hosted Instance Level software_licenses table contents by users

Problem to solve

The software_licenses table does not have a retention policy. Users may wish to clear it

it has ~500 pieces of data today so possibly low priority

User experience goal

Control over space utilization as needed

Proposal

Look at how other teams allow setting an expiration policy (i.e. delete stuff older than X) and mimic.
