Enable faithful replication of the state of GitLab tickets to external systems.

Proposal

Add two additional (webhook) events.

Note edit: There is currently a note add event, and editing a note is supported, but no event is fired when a note is edited

Label creation: When a new label is created (as distinct from added to an issue, although I believe that is also missing), no event is fired.

What does success look like, and how can we measure that?

Note edit: On edit of an existing note (comment on an issue) a webhook event similar to the issue change will fire.

Label creation: On creation of a new label a webhook event is triggered with the details of the newly created label
