Bug with visibility levels in snippets when VUE is enabled

In the Admin settings, there are a couple of things we can configure regarding visibility levels for snippets.

One of them is to Restrict level visibility. This setting affect several resources, not only snippets:

Note: Once the setting is set, you have to browse the snippet form view as a non admin user.

The other setting we have is to select the default snippet visibility level:

At the moment we're not respecting those settings and we show the three visibility levels and setting private as the default.
