Issue Boards: Can't drag issues using IE11

Summary

IE 11.2430.14393.0 (which is pretty current) does not allow us to drag issues on the issues board.

Reported on an instance running GitLab 11.2.3-ee.

Steps to reproduce

I've not reproduced this as I do not have a Windows VM. Downloading one now and if all goes well I'll try and reproduce and report back. I've asked the customer for some additional info via the ticket too.

Update: After several attempts I've given up on getting a Windows VM to run in VirtualBox. I did use Browserstack to test this on Edge. I was unable to drag issues between boards but got no errors or anything helpful from the dev tools console. See GIF below:
