Enable Designs for Issues Only Projects

Problem to solve

I have an issues-only project where the repository and other features are turned off. As a result, I am unable to add designs to issues, because Design Management requires LFS to be enabled, which is part of the repository feature.

As a Product Designer, I want to be able to attach designs to issues, without turning on the repository feature in an issues-only project.

Enable Design Management functionality on projects without requiring that the project have its repository feature enabled.

With the repository feature turned off (hence no LFS), all issues just show a message that LFS needs to be enabled.
