Boards swimlanes - group by card layout is not kept up-to-date

  issue (non-blocking): Looks like the position of the issue cards in the "Group by" layout doesn't persist if things are changed in the normal layout:

  20200824_switch_groups_issues_dont_refresh

  Ideally we wouldn't have to trigger a whole other refresh, but these issues would be coming from the same state and would naturally keep their position consistent. Let's create a follow up for this 😄
