Import issues from taiga.io

A customer is moving to GitLab from taiga.io, but the only way I can find to import issues from taiga is to import using CSV. This method only imports the issue titles and descriptions, and doesn't actually import the comment history or any attachments, such as pictures, in the issues.

We should allow taiga.io users to import their tasks with comments and attachments to GitLab issues.
