Improve UX of the Batch Comment Feature

Problem to solve

We have feedback that the Finish Review button is confusing because you actually aren't finishing the review when you click as you have to click a second button called Submit Review to have your comments show up.

User experience goal

We should make it clear what each button does.

Proposal

A proposal could be to rename the button Finalize Review which implies there's another step. There could be other options as well.
