Code Quality and License Scanning jobs start immediately, regardless of position of 'test' stage in pipeline

Summary

When starting running a pipeline that includes the Code Quality or License Scanning templates, these jobs kick off as soon as the pipeline begins.

Steps to reproduce

  1. Create a .gitlab-ci.yml file with template: License-Scanning.gitlab-ci.yml and template: Code-Quality.gitlab-ci.yml
  2. Add one or more stages that run prior's to the test stage
  3. Run the pipeline, the code_quality and license_scanning jobs start immediately

Example ci config:

These jobs wait until the prior stages have been completed before running.
