Allow issues to be moved more than once

Allow issues to be moved a second or more times.

Further details

Depending on workflow, or the nature of how issues arise, it may become necessary that an issue that was moved, to be moved again. Currently when an issue is moved once, it's permanent and can no longer be moved any further.
