Reimplement Commit comments in the MR context (showing & replying)

This stems from the Merge Request refactor effort (gitlab-ce#48034)

Upon launch, some features had been disabled/lost and need to be recovered.

The comments left on commits are no longer being displayed in the MR context.

Tasks

• display commit comments in the MR changes tab when present
• allow these to be replied to
