Group maintainer does not appear on project members list when sorting by access level

Summary

When I sort this project members list by “Access level, descending” I cannot find the user Tim Zallmann @timzallmann. However, if I sort by name or search, I can find him. This user has project permissions (Maintainer) because he inherited them from the GitLab.org group.
