Documentation for Personal Access Token Creates Further Confusion

As a fairly new GitLab user, and someone who had never heard of a Personal Access Token, when landing at the site located here, I was further confused and felt like I lacked the information needed to receive my Personal Access Token. After about 15 minutes or further Googling, I realized the answer to my problem was on the page, it was just further down. I unfortunately don't know what I clicked to arrive on this site.

Proposal

Add the 'Creating a Personal Access Token' section to the top of the page, just after the short description of what the token is.
