Remove restrict project for this runner when group runner

Problem to solve

When a user has a runner set as group the user still sees the options Restrict projects for this Runner which is not allowable Transitioning a group runner to a project runner is not supported and might be quite confusing for the user UX wise.

Proposal

Remove the Restrict projects for this Runner section when the runner is of type group

OR

Allow the user to restrict the runner, @ayufan do you have any insights why we wanted to restrict this? Is it to prevent sensative logs from 1 group being moved?
