Cleanup dependency_decisions.yml

New dependencies that fail the license check but still meet necessary criteria are added to config/dependency_decisions.yml. We should find a way to cleanup entries from that file which reference dependencies that are no longer used. This is especially relevant after https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/21430 got merged and frontend dev dependencies are no longer tracked.
