Allow repository merge request settings to be set at the group level
Problem to solve
There may be many repositories under a group. Editing the Merge Requests settings for all of them individually would be burdensome.

What does success look like, and how can we measure that?
The ability to set Merge Requests settings at the group level. Projects in the group would inherit those settings but could override them.
