Closed epics still show in the list of epics to which an issue can be assigned
Summary
Closed epics still show in the list of epics to which an issue can be assigned. The impact of this is that developers don't know which Epics they should/shouldn't assign Issues to.
Steps to reproduce
- Given there is a closed Epic in a Group
- Open an existing Issue in a Project in the same Group
- Click "edit" on the Issue's "epic" field
- The field shows me a list of Epics, including closed epics.

Closed epics do not show in the list of epics to which an issue can be assigned. This brings the behaviour in-line with Milestones.
