Notify relevant members when guests are assigned a higher role

Problem to solve
On an Ultimate subscription, guests are free. However, when the guest's permissions are elevated to a higher role, they take up a license seat and become billable. This could have an unwanted monetary impact for the administrators/maintainers of an instance.
Proposal
Set up a notification to relevant members to alert them to changes in member roles like guest to higher permissions. This will allow them to keep track of any possible billing changes (and maybe even security considerations) and take immediate action if required.
What does success look like, and how can we measure that?
Customers are aware of actions on their instance that will result in billing changes. Customers should no longer open tickets, confused about why or when their user counts and billable members have changed.
