Support Deployment events webhook at Group Level

Now that we can create deployment event webhooks on the project, users would like this to be set at the group level.

Proposal

Deployment events are shown in Group Webhooks but they aren't able to be configured. We need to add the ability to set a deployment event webhook at the group.
