Enforce delayed deletion of projects in sub-groups

Problem to solve

In 13.2 a group-level option was introduced to enable delayed deletion of projects. However, this option is not applied to projects in sub-groups of the group.

Proposal

The group-level option to delay project deletion should apply to all sub-groups. Specifically, if the delay is enabled at the top level, it should be enforced at all sub-levels.
