Improve process/awareness to get UX involved sooner

Problem

Too often issues get into a late stage of development before UX is involved, which prevents earlier collaboration and can result in larger changes being made to the approach.

Ideas

• Improve awareness of desire to have UX label added to any issue that relates to UX. Needed for them to be aware of the problem as well as to help design and influence solutions.
• Use alternative labeling/triaging process so that when the UX label isn't initially added it doesn't slip through the cracks. Perhaps add a "UX aware" label and triage issues that don't have that label.
• Encourage devs who are about to start working on something to verify that UX team has already been involved
• Encourage reviewers to verify UX has been involved
