Allow non-admins to fetch custom attributes

Problem to solve

Currently the custom attributes API is only available to admins. Customers use custom attributes to tag certain projects/groups and use this information for reporting. It would help if non-admins could also fetch this data.

Permissions and Security

I would propose fetching custom attributes be open to Developer role and above.

Setting custom attributes should still be restricted to admins.
