Project containing same branch/tag name cannot be push mirrored
Summary
If a project contains a branch and tag with the same name, then GitLab cannot mirror push that repository.
Tested on 13.2.4-ee, originally reported by a Premium customer with 150 seats - ZD (internal use only)
Steps to reproduce

Follow the reproduction steps in #219583 (closed). Use
v1.0as the ref name. -
Setup a push mirror.

Attempt a sync. This error will be shown in the UI and logs:
rpc error: code = Internal desc = close stream to gitaly-ruby: rpc error: code = Unknown desc = Gitlab::Git::CommandError: error: src refspec v1.0 matches more than one\nerror: failed to push some refs to 'https://[FILTERED]@bitbucket.org/group/project.git'
