Locale number format can differ between detail and axis tick values in Gauge type panels

Problem to solve

At the moment there could be number formatting discrepancies between the formatted numbers in the detail text and the formatted numbers of the axis ticks.

This can happen if the browser locale is set, for example, to Spain (i.e. decimal separators are either . or ,)

We should strive to have consistency between the numbers in the detail text and the ones in the axis tick.
