In Merge Train doc, specify whether it's possible for anyone to view the full list of what's on the merge train

When someone wants to know what the current merge train looks like, they might check this doc and be left to assume it's not possible for any GitLab user to view the full merge train, but the doc should state definitively whether this is possible, and if so, how.
