Create todo or notification if pipeline has been stuck for `x` hours

I've had this happen a couple times in the past, but I'll use this recent case as an example-

• A maintainer set my EE port MR to MWPS
• The related CE pipeline passed, and the MR was merged
• The EE pipeline stalled and 18 hours later, it was still running
• I was assigned a ce-to-ee MR and couldn't figure out why there were so many conflicts when I had specifically created an EE MR

I should have checked back on my MR to make sure it had been merged, but this one slipped by me. It would be really useful if we had a notification or todo that was generated if a pipeline has been stuck for a certain number of hours, or just if an MR is set to MWPS and the pipeline is stuck

The pipeline has now been running for 21 hours 🤔
